No it's not
For example, think of it this way.
When two atoms that repel each other come together, potential energy decreases. When a spring is compressed, potential energy is increased. BUT, is ionization energy the same thing as this? NO. so don't ever confuse P.E. with I.E.
Yes, P.E. can be negative, but remember, K.E. cannot. After a car moves down a hill, it doesn't just roll itself up (without human help).
