Bannister was the first man to run a mile in less than 4 minutes - he did this back int he 1950s when we knew much less about athletic training than we know now. Today any excellent distance runner could be trained by an expert trainer so that he could run a 4 minute mile, but in those days, it was mainly a question of guts. Could you take the pain of running full speed when your body was screaming for you to stop.
Bannister had more guts than anyone else, so he was able to do it.
That's what he was saying. If you quit when things get painful, you won't be winning, and people won't remember your name for the rest of history.
The race is not toward the strong nor the swift, but to those who can endure and persevere till the end.
it means that in order to win, you have to be willing to keep going, keep trying, even though it's really difficult - you must never give up even though it hurts.
