Vocabulary is a body of words used in a particular language. Without vocabulary we couldn't communicate. By expanding our vocabularies we can better express what we mean. Using simple words like "bad" or "thing" don't really convey a great message. Using more elaborate words help get the right message across.
Grammar is important because if proper grammar isn't used, the wrong message can be conveyed. If one said, "The man in the hat wearing boots," it sounds like the hat is wearing boots. If punctation isn't use sentences can get very confusing.
