Is a GMO plant grown with organic means equal an output that can be labeled organic?

I am wondering if a genetically modified organism, let's say corn, grown with organic means able to be labeled and sold as an organic product? I believe it to be yes, but I'd like to get input from other parties in the know.

If it is labeled Organic, by definition it can not be genetically engineered or have any GMOs in it or have used synthetic pesticides, herbicides or fertilizers in it's production. The seeds should be organic too.
