They aren't equal.
If you solve for a in the first equation you find that a = 1/2
if the second equation were equal you should be able to plug in 1/2 for a, and the equation stays valid.
In this case if you plug in 1/2 for a in the second equation you get 16 = 8 which is obv wrong.
a/4 = 1/8 a = 1/2
32a = 8 a = 1/4
No way are they equivalent.
