I'm just curious. Fennec Foxes are wild animals and I know that: They shouldn't be treated like a pet. But my friend wants to get one and I wanted to know if they are legal here. If so, how do you care for them?
I admit, they fascinate me. But again, they ARE wild animals.

In Connecticut, or anywhere in the US for that matter, legally owning a wild animal is a VERY big commitment. The permits and yearly fees are very prohibitive, depending on the ones you need, they can go well into the $1000s annually.
Before the permits however, you have to have an approved habitat area, know what they eat, and how they behave. Do they live in a social group, or are they loners? Do they eat only meat or are they omnivorous? How much do they eat a day? Most high end zoos have animal husbandry experts who have years of experience with just one type of animal.
My suggestion to your friend would be to not try to own a fennec fox. Enjoy looking at them on TV or in the zoo. If they really want to work with them, they may want to try volunteering at the zoo. That is a much safer, cheaper, and much more legal way to work with an animal she appreciates.
